Change Manager - Project Controls and Cost Management

Requirements

• Proven experience managing change control within complex infrastructure or capital programmes
• Strong understanding of the relationship between change, cost, schedule, and risk
• Ability to assess change impacts at both project and programme level
• Solid background in cost management, commercial management, or project controls
• Experience assessing cost impacts, forecasts, contingencies, and budget movements
• Understanding of earned value, cost reporting, and financial governance
• Experience working closely with planning teams (P6 or similar)
• Ability to assess schedule impacts and support time–cost trade-off decisions
• Understanding of baseline management and progress measurement
• Experience operating within structured governance frameworks
• Ability to prepare clear change papers, recommendations, and audit trails
• Comfortable presenting to senior stakeholders and investment boards
• Strong stakeholder management skills across client, consultant, and contractor teams
• Experience working in live, operational, or regulated environments (e.g., transport, aviation, utilities)
• Ability to challenge constructively and influence decision-making
