International Consultant for External Final Evaluation of “Labour Migration Programme - Central Asia”

The International Organization for Migration (IOM) is seeking an International Consultant for the External Final Evaluation of the 'Labour Migration Programme - Central Asia' project. The consultant will assess the project's relevance, coherence, effectiveness, efficiency, likely impact, and sustainability, and provide recommendations for improvement. The evaluation will cover six core criteria: relevance, coherence, effectiveness, efficiency, likely impact, and sustainability.

Requirements

• Assess the project's extent of achieving its stated objectives and outputs
• Identify factors that facilitated or hampered progress in achieving the project outcomes
• Measure the project's degree of implementation, efficiency, and quality delivered on intended results
• Assess the management and financial efficiency of the project
• Assess the sustainability of the project's outcomes and contribute to the 'Leave No One Behind' agenda
• Generate evidence-based knowledge on best practices and lessons learned for future project implementation
