Business Development & Capture Director (Federal)

Join Sparksoft, a catalyst for change in the tech industry, as a Business Development & Capture Director. Lead growth efforts within CMS, HHS, FDA, NIH, and CDC, managing the full capture lifecycle and building relationships with customers and stakeholders.

Requirements

• 5+ years of experience in federal business development and capture
• 3+ years of successful proposal writing/management within CMS/HHS/FDA/NIH/CDC
• Proven experience with CMS, HHS, FDA, NIH, and CDC business operations, technical architecture, and industry landscape
• Strong understanding of federal acquisition: IDIQs, GSA, BPAs, FFP, T&M, CPFF contracts
• Familiarity with Shipley BD processes and tools
• Excellent communication, writing, leadership, and presentation skills
• Ability to work cross-functionally in a fast-paced, deadline-driven environment
• Experience working within small businesses and supporting multiple capture roles
• Proficiency in pipeline tools and CRM systems
• Familiarity with CMS frameworks and modernization efforts (e.g., APIs, data solutions, cloud, cybersecurity, testing)
• Bachelor’s degree in business, Engineering, IT, or related field (MBA preferred)
• PMP, Agile, or SAFe certifications a plus
