The Finance & Operations Manager will be responsible for the financial management, operational, and personnel management oversight of Street Child's CAR programme, reporting to the Country Programme Director.
Requirements
- Lead annual budget preparation and financial planning
- Ensure accurate, timely financial reporting
- Maintain strict compliance with Street Child financial policies, donor contractual obligations, and local regulations
- Oversee the accounting system, daily data entry, and complete monthly bank reconciliation
- Monitor grant budgets, support proposal development, and provide financial analysis
- Manage cash flow, bank relationships, and timely vendor payments
- Supervise and develop finance staff, promoting a culture of accountability and transparency
- Proactively identify and mitigate financial and compliance risks
- Lead the preparation, coordination, and follow-up of donor audits
- Develop procurement plans aligned with project timelines, donor regulations and local laws and ethical sourcing standards
- Manage the full procurement cycle: supplier identification, bidding, proposal evaluation, and contract negotiation
- Develop and maintain organisational policies for procurement, administration, and logistics
- Forecast and coordinate logistical needs with programme teams
- Negotiate and manage service agreements with contractors and providers
- Maintain an accurate asset register, monitoring usage, maintenance, and depreciation
- Oversee office setup, infrastructure, and coordination of repairs
- Lead security operations for the country programme
- Coordinate end-to-end staff recruitment, onboarding, and offboarding processes
- Ensure administrative HR follow-up (leave, sick leave, staff database) is maintained
- Oversee personnel file management (paper and electronic)
- Support Programme Director to ensure compliance with the Labour Code, Code of Conduct, and organisational guidelines
