Manager, Strategic Projects _Program Management Office

The Tony Blair Institute for Global Change is recruiting a Manager, Strategic Projects to design, operationalise, and manage a centralised project portfolio management function within the Ministry of Public Service Efficiency and Digital Transformation (MESPTN) in Togo. The role requires a highly execution-oriented professional with experience in demanding industrial or regulated environments, combined with the ability to operate effectively within institutional and political contexts.

Requirements

• Masters or equivalent high-level degree in project management or a related discipline
• Minimum of 10 years of professional experience leading and managing complex technological or strategic projects
• Proven experience delivering at least one successfully completed assignment in highly structured and regulated environments
• Demonstrated ability to manage multiple strategic projects simultaneously
• Proven experience coordinating multidisciplinary and multicultural teams
• Strong strategic reporting capabilities and experience engaging with high-level governance bodies
• Proficiency in digital performance management tools, supported by relevant professional certifications
