Consultant to develop methodological guidance for the M&E of advocacy and policy engagement

The consultant is expected to develop methodological guidance for the M&E of advocacy and policy engagement, strengthen capacities of UNFPA Country Offices, and pilot and test some of the tools on examples of three countries. This consultancy aims to refine and add tools and procedures, and accompany country offices to enhance their M&E of ongoing APE. The consultant will conduct follow-up contacts with country offices, online survey, support additional Country Offices, revise the guidance, and conduct learning sessions.

Requirements

• Minimum Master’s degree in public health, political and social sciences, development studies, gender studies or a related field
• Minimum 10 years of professional expertise in policy influencing and monitoring and evaluating policy outcomes
• Experience of working in Asia and Pacific region
• Strong analytical and writing skills
• Demonstrated leadership to develop methodological guidance and facilitate learning sessions on M&E of advocacy and policy engagement
• Flexibility, adaptability and ability to manage multiple tasks concurrently
