Deliver comprehensive cost and pricing support across the full spectrum of FRTIB contractual instruments. Develop Independent Government Cost Estimates (IGCEs), identify cost estimating approaches, draft cost proposal preparation instructions, and review and analyze cost proposals.
Requirements
- Extensive experience in federal government cost estimating and price analysis
- Demonstrated expertise in developing IGCEs using parametric, analogy, engineering, and/or actual cost methodologies
- Experience drafting cost proposal instructions and evaluating cost/price proposals in competitive procurements
- Strong knowledge of FAR Part 15 cost/price analysis requirements, FAR Part 31 cost principles, and price reasonableness evaluation techniques
- Experience supporting Contracting Officers in pre-award and post-award cost/price determinations
- Proficiency in spreadsheet modeling and cost database development (Excel advanced)
- Ability to compile, analyze, and present historical cost data trends
- Strong analytical and written communication skills
