Programme Officer - NOA

Programme Officer - NOA position is based in the ILO Office for Japan (ILO-Tokyo) and involves delivering and administering programming activities for the Office, applying and promoting the principles of results-based management (RBM).

Requirements

• First level university degree in business administration, economics, political science, public administration or other relevant field.
• At least one year of professional experience at the national level, in the occupational area.
• Excellent command of English and Japanese
• Good knowledge of programming and RBM principles and concepts.
• Knowledge of the programming cycle (planning, monitoring, reporting and evaluation).
• Knowledge of resource mobilization.
• Political awareness and understanding of socio-economic factors.
• Knowledge of ILO activities and objectives.
• Knowledge of national/local laws and regulations as pertinent to the areas of responsibility.
• Ability to draft clearly and concisely to prepare studies and comments.
• Good communication skills to explain the Office’s position.
• Good computer applications skills.
• Ability to deal with people with tact and diplomacy.
• Must display a high standard of ethical conduct.
• Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory attitudes and behaviour.
