Job Description
The MEL and CARM Officer will be responsible for developing MEL tools, conducting site visits, analyzing data, and preparing reports. They will also facilitate learning mechanisms, translate MEL tools, and assist with data entry. Additionally, they will provide technical assistance to program staff and develop capacity-building sessions on monitoring and evaluation practices.
Requirements

- Conduct site visits to assess program implementation strengths and weaknesses
- Participate in data collection activities
- Analyze survey data
- Prepare reports for internal circulation
- Maintain MEL documentation
- Facilitate learning mechanisms
- Translate MEL tools into local languages
- Assist in data entry into MEL databases
- Provide technical assistance to program staff
- Develop capacity-building sessions for program teams
- Ensure compliance with 'Do No Harm' principles
- Assess the progress of the program's progress and its impact on communities
- Ensure that the MEL and CARM standards are applied and followed
- Develop tools to support the project team in maintaining accountability standards
- Oversee the CARM hotline for feedback from targeted communities
- Update the MEL and CARM plan and tools according to donor requirements and humanitarian principles
- Ensure that program has at least three active, context-appropriate feedback channels
- Collect all feedback received via different available feedback channels
- Ensure closure of all feedback cases
- Assisting the MEL and CARM Manager in analyzing trends and preparing monthly/bi-monthly reports
- Contact informants who provided non-anonymous feedback to inform them about case resolution and collect data on overall satisfaction
- Support the CARM Manager in tasks related to community engagement, sensitization and distributing IEC materials
