The Monitoring, Evaluation, and Learning (MEL) Subgerente is responsible for leading the implementation and update of the MEL Plan of the Protierra Catatumbo program, ensuring alignment with the results framework, OECD-DAC criteria, and institutional and donor policies.
Requirements
- Bachelor's degree in economics, statistics, engineering, social sciences, administration, public policy, or related fields.
- Master's degree in MEL, quantitative methods, international development, public policy, applied economics, or other relevant fields for program management and/or humanitarian management.
- Minimum 5 years of specific experience leading or coordinating MEL functions in humanitarian or development programs, preferably in conflict, peacebuilding, rural development, or livelihood contexts.
- Demonstrated experience in designing and implementing program MEL systems at the program or portfolio level, including defining indicators, MEL plans, result frameworks, theories of change, and data management plans.
- Leadership experience in technical multidisciplinary teams, including workload planning, technical accompaniment, supervision, motivation, and performance evaluation.
- Advanced knowledge in quantitative and qualitative data analysis, including the use of tools such as Excel, R, Stata, SPSS, or Python, as well as survey design, sampling methodologies, and descriptive and inferential statistical analysis.
- Advanced analytical capacity to synthesize complex information into clear and actionable products for various audiences (management, technical teams, donors, authorities, and communities).
- Strong knowledge of qualitative data collection and analysis methodologies (interviews, focus groups, case studies, participatory techniques), as well as gender-sensitive, age-sensitive, and diversity-sensitive approaches.
- Experience with mobile data collection systems (e.g., CommCare, Kobo, ODK) and platforms for generating reports and interactive dashboards (Power BI, Tableau, Google Data Studio, Azure, or equivalent solutions).
