Shaping Our Appalachian Region (SOAR) is a nonprofit organization dedicated to revitalizing Eastern Kentucky's 54 Appalachian Regional Commission counties. Born in response to the economic decline of the coal industry, SOAR focuses on population retention and growth through a comprehensive, region‑wide strategy known as the Blueprint for the Future of Appalachia. The organization drives economic development, expands broadband access, and supports workforce development, education, and retraining programs, all coordinated across county lines to foster regional consensus and sustainable growth. By positioning itself as the flag‑bearer for the Blueprint, SOAR demonstrates a unique commitment to community‑led solutions and long‑term resilience in Appalachia.
