Regional Human Resources Manager - South East Asia for Humanity & Inclusion, a humanitarian aid organization. The successful candidate will be responsible for defining and rolling out the HR component of the program's strategy in their geographical area, overseeing HR activities, and advising the Regional/Country Director during major reorganizations. The position requires a university degree in human resources management or a relevant discipline, fluency in English, and at least five years of experience in Regional HR Manager positions, preferably in a similar HR role at an INGO.
Requirements
- Design the HR part of the STRATOP and Oversees its associated action plan
- Draft, revise and implement the HR part of the Program's operational strategy (STRATOP) in compliance with HI's policies and mandate
- Translate the HR strategy into action plans for the Program as a whole
- Advise the Regional/Country Director during major reorganizations of the Program’s human resources
- Produce, compile and analyze standard HR indicators for the Programme's dashboard
- Responsible for the deployment and monitoring of the quality of all HI's HR policies, processes and tools in his/her Programme
- Responsible for drafting, updating and enforcing the Programme's HR framework documents
- Operational implementation of HR
- Oversee the dimensioning and quality of Programme resources
- Oversee the Programme's Career Management and Skills Development systems
- Coordinate and guarantee the quality of the Programme’s administrative management for all members of staff
- Assist managers on his/her Program with the implementation of HI's HR policies
- Support the Country/Regional Manager with the deployment of the HR part of the Code of Conduct and the PSEA, the Fraud and Corruption Policy and other institutional policies
- Oversee emergency preparedness actions in your department and, in the event of an emergency, reorganise the priorities of your team in accordance with the humanitarian imperative
- Identify risks and contribute to risk mapping within your area of responsibility
- Check compliance with process in force and the quality of first-level controls
- Ensure the effectiveness of risk management and internal control systems
- Assessing HR policies and processes to propose standardization of practices
- Reviewing the HR standards of each country and propose improvement for more subsidiarity
- Visit each of the countries and HRM
- Organize the first regional HR workshop for the new program
- Assess the skills and develop capacity building for each team members with the support of the HR Specialist
- Create an HR system of governance for internal communication
