The International Civil Aviation Organization (ICAO) is seeking a Part-time CNS Systems Engineering Expert to join their Field Operations Section. The successful candidate will be responsible for formulating national objectives, plans, policies, programs, and procedures concerning installation, construction, and maintenance of CNS and ATM equipment and facilities.
Requirements
- Formulation of national objectives, plans, policies, programs, and procedures concerning installation, construction, and maintenance of CNS and ATM equipment and facilities
- Development of total installation work program to meet the country's requirements and assignments of approved program for accomplishments
- Monitoring and control of the scheduling of the requirements for acquisition, construction, and dismantling or relocation of equipment and related structure
- Analysis of financial and physical progress against established goals and provision of reports
- Preparation of procurement specifications for use in the production and procurement of equipment for the country's airspace system
- Establishment of radio frequency management requirements and obtain frequency authorizations
- Development and maintenance of airways facilities configuration management systems
- Preparation of detailed engineering specifications for the production and procurement of equipment approved for inclusion in the airspace system
- Development and recommendation of the total installation work program to meet the requirements and assigns approved programs for accomplishment
- Maintenance of capability to estimate life cycle costs, predict, review, assess, and monitor systems development, engineering, design, demonstration, test, production, operation, and support
- Review of reprogramming proposals submitted by other offices to determine impact on program
- Review of system plans in such programs from a technical and planning viewpoint
- Conducting engineering analysis of commissioned field air navigation system/facility operations to identify significant problems or trends
- Providing technical maintenance instructions and standards for the airway facilities by equipment and system type
- Providing the engineering effort for, and authorizing the modification of subsystems and component equipment
- Developing maintenance standards and validating maintenance requirements for field maintenance program
- Reviewing and validating maintenance technical requirements for airways facilities field program
- Developing technical standards for maintenance and certification of airways facilities, systems, and equipment
