International Consultant for developing the curriculum and conducting three (3) capacity-development activities (training events or workshops) on rights-based border management

The International Organization for Migration (IOM) is seeking an external expert to develop a training curriculum and conduct capacity-development activities on rights-based border management in Belarus. The expert will work closely with IOM and the State Border Committee to design and deliver a comprehensive training program for border management officials. The program will focus on rights-based border management, gender- and child protection-sensitive border management, and other related topics.

Requirements

• Conduct a rapid capacity-development needs assessment through surveying/interviewing relevant representatives of SBC
• Develop a detailed context-specific training curriculum aligned with rights-based border management framework
• Design and facilitate three (3) 1.5-day training workshops for up to 30 participants each in regional locations
• Administer pre- and post-training assessments to measure knowledge improvement
• Prepare and submit a comprehensive final report summarizing activities conducted, results achieved, challenges encountered, lessons learnt and recommendations for follow-up actions and sustainability
