Lead Procurement Specialist

The Lead Procurement Specialist is responsible for medium and high critical materials, equipment, and subcontracts sourcing events. They must have expert level knowledge on procurement related processes and procedures and lead small groups, substitute for the Project Procurement Manager, and develop negotiating strategies. They are also responsible for sourcing activities, commercial analysis, and supplier relationships.

• Ability to write and submit recommendations of award

• Ability to engage and maintain Supplier relationships on awarded contracts
• Ability to communicate with key internal and external stakeholders
• Ability to maintain overall transparency with the Project Management Team (PMT)
• Ability to participate in procurement project management teams
• Ability to identify issues, propose solutions, and resolve contractual issues
• Ability to advise in Master Agreement Program Contract Development
• Ability to participate in Deal Development and support in estimating efforts
• Ability to conduct research and develop sourcing strategies for assigned items
• Ability to develop supplier lists and issue RFP packages
• Ability to develop performance-based scopes of work and understand specifications & drawing packages
• Ability to negotiate award of contracts to suppliers
• Ability to support contract administration and subcontract management
• Ability to participate in supplier and subcontractor kick-off meetings
• Ability to participate in supplier and subcontractor close-out meetings
• Ability to scope and negotiate contract change orders and amendments
• Ability to work in a fast-paced environment
• Ability to provide support to other procurement personnel as needed
• Ability to maintain knowledge of procurement processes and procedures
• Ability to maintain knowledge of Oracle, Dragnet, PPMS, and other job-specific IT support systems
