Procurement Specialist II is responsible for medium and high criticality materials, equipment, and subcontracts sourcing events. Responsibilities include contract life-cycle management, administration, and supplier management, as well as developing negotiating strategies and conducting bidder conferences.

- Sourcing activities for estimating support and procurement execution
- Commercial analysis of Bidders' proposals
- Writing and submitting recommendations of award
- Conducting Bidder conferences
- Engaging and maintaining Supplier relationships
- Communicating with key internal and external stakeholders
- Maintaining overall transparency with the Project Management Team (PMT)
- Identifying issues and proposing solutions
- Providing negotiation support and resolving contractual issues
- Advising in Master Agreement Program Contract Development
- Participating in Deal Development and supporting estimating efforts
- Leading procurement execution for medium to high criticality sourcing events
- Conducting research and developing sourcing strategies
- Developing supplier lists and issuing RFP packages
- Conducting bidder conferences and coordinating discussions between bidders and technical personnel
- Performing evaluation of proposals and conducting supplier negotiations
- Writing supplier recommendations
- Understanding terms and conditions and contract formation
- Negotiating award of contracts to suppliers
- Supporting contract administration and subcontract management
- Participating in supplier and subcontractor kick-off meetings
- Participating in supplier and subcontractor close-out meetings
- Scoping and negotiating contract change orders and amendments
- Participating in weekly procurement meetings
- Managing work in a fast-paced environment
- Providing support to other procurement personnel as needed
- Maintaining knowledge of procurement processes and procedures
- Executing in accordance with Zachry's standard operating procedures
- Maintaining knowledge of Oracle, Dragnet, PPMS, and other job-specific IT support systems
- Developing and maintaining strong relationships with suppliers, engineers, construction, and key stakeholders and personnel
